South Korea is the world's cosmetic surgery capital, with the highest per-capita rate of cosmetic procedures globally. An estimated one in three women aged 19-29 in Seoul has undergone at least one cosmetic procedure. The industry is concentrated in Seoul's Gangnam district, home to hundreds of cosmetic surgery clinics. These procedures are entirely excluded from NHIS coverage and are paid out of pocket or through medical tourism packages.
Popular procedures and their approximate costs include double eyelid surgery (blepharoplasty) at ₩1,000,000-3,000,000, rhinoplasty at ₩3,000,000-7,000,000, jaw reduction at ₩5,000,000-15,000,000, facial contouring at ₩4,000,000-10,000,000, and breast augmentation at ₩5,000,000-12,000,000. These prices are significantly lower than equivalent procedures in the United States or Europe, attracting medical tourists from China, Japan, Southeast Asia, and increasingly from Western countries.
The Korean government actively supports the medical tourism industry through the Korea Health Industry Development Institute (KHIDI) and streamlined medical visa processes. Approximately 600,000 medical tourists visit South Korea annually, with cosmetic surgery being the most sought-after service category. However, the industry has faced scrutiny over issues including unlicensed practitioners, ghost surgery (where a different surgeon operates than the one consulted), and aggressive marketing practices targeting vulnerable consumers.
