Hospital care in Norway is entirely free for all residents, with no daily fees, copayments, or charges for inpatient treatment, surgery, or emergency services. This includes all diagnostic tests, procedures, medications administered during the stay, and follow-up care within the hospital setting. The system is funded through national and regional taxation, with hospitals owned and operated by four regional health authorities (regionale helseforetak).

Norway maintains a high standard of hospital infrastructure, with approximately 3.5 hospital beds per 1,000 inhabitants. The average hospital stay lasts about 4.5 days, which is below the OECD average, reflecting an emphasis on day surgery and early discharge with community follow-up. Common procedure costs (borne by the system, not the patient) include hip replacement at approximately 120,000-180,000 kr, coronary bypass at 250,000-400,000 kr, and normal childbirth at 40,000-70,000 kr.

Patients have the right to choose which hospital to receive planned treatment at, including private hospitals that have agreements with the regional health authorities. The fritt behandlingsvalg (free treatment choice) system allows patients to select approved private facilities if public waiting times are excessive. Emergency care is provided through a combination of hospital emergency departments and municipal emergency clinics (legevakt), both free of charge.
